Alongside them, we continue our business relationship with BWA Dubai, who have since opened another office, in Riyadh, and remain affiliated with BWA UK. Michael Packham BSc (Bldg Econ) MSc (Proj Man) MRICS CIWFM | Facilities Management Consultancy

Mike is a Building Economist / Chartered Surveyor with over 30 years’ experience in construction industry evenly split between the public and private sectors which encompasses administrative, industrial, education, social housing, retail and health related projects – mostly in the UK but increasingly overseas as clients recognise the transferability of BWA’s consultancy skill set.

Since joining BWA in 1987 Mike has worked on a wide variety of project management / facilities management assignments ranging from landscaping, through new build and refurbishment to civil/heavy engineering works. In 1995 he assumed sole responsibility for the Practice’s FM Consultancy activities following the retirement of the founding partner (Bernard Williams). In January 2015 he was appointed as the Practice’s Managing Partner.

Currently working in a capacity of FM Consultant to the practice, outside of this ‘day job’ Mike is a regular speaker at seminars, is also a visiting lecturer/external examiner at various educational institutions and commercial organisations. Additionally he:

  • is an RICS Assessor in FM (for both the APC, PER and Senior entry routes) to Chartered Surveyor membership of the RICS.
  • is course tutor for the RICS distance learning Certificate in Corporate Real Estate & Facilities Management;
  • has been a visiting lecturer in FM at the National School for Government, Sunningdale; Queens University, Belfast; University of Reading; College of Estate Management and London South Bank University;
  • was lead and/or contributing author to RICS Guidance Notes – Maintenance; Catering; The Strategic Value of FM; Security;
  • was lead author for the British Institute of Facilities Management (now IWFM) Good Practice Guide to Benchmarking and contributing author to the Operational Readiness Framework and BIM related publications.
  • has authored various articles that have appeared in the technical press – e.g. FM World, P&FM, Essential FM, FMJ, etc.
  • is a member of the RICS FM Executive Group.

A selection of some memorable projects includes:

Financial Services Authority – property consultant and project manager for fit out of 25 North Colonnade – 360,000 SF home for 2,000 No staff from 9 disparate organisations. In addition to normal project management services this commission involved: building search, lease negotiations, appointment of all consultants (including lawyers and agents), financial modelling, removals and facilities management advice.

Lloyd’s – procurement of M&E services for their 30 year old iconic building on Lime Street; an office in Chatham (Fidentia House); and a data centre at Kent Science Park. The commission entailed supporting and advising Lloyd’s with: specification writing; tender writing and analysis; resolving tenderer queries; site visits; service level agreements, KPIs and the development of a performance payment mechanism.

Siemens – Procurement of Managing agent and M&E Services across a mixed portfolio of both office and industrial space consisting of 90 properties UK-wide. The commission entailed supporting and advising Siemens with: specification writing; tender writing and analysis; resolving tenderer queries; site visits; bidder negotiations; contract writing and the development of a performance payment mechanism.

Imperial War Museums – Procurement of Hard and Soft FM Services to all 5 IWM locations. The commission entailed supporting and advising IWM with the OJEU process, PQQ analysis, specification writing, tender writing and analysis, bidder negotiations, contract writing and the development of a performance payment mechanism.

Royal Parks – Procurement exercise for maintenance services across the London Royal Parks estate (Hyde P, Kensington Gardens, Richmond Park, Bushy Park, St James’ park, Green park, The Regent’s Park and Primrose Hill etc.). BWA undertook two procurement projects: one for maintenance of the Parks themselves and another for technical advisors; procurement activities generally followed standard practice albeit specifically tailored to a mostly grounds maintenance service delivery.

Halliburton – Responsible for the Procurement of Total Facilities Management Contract for Halliburton’s properties in the UK and also Integrated FM Solutions in Scandinavia, Continental Europe and Africa. Services include property maintenance, mechanical and electrical maintenance, cleaning, security, helpdesk, porterage, reprographics, catering, etc.

John J P Desmond BSc (Bldg Econ) FRICS MCIArb FRSA | Chartered Surveyor / Building Economist

John is a Chartered Surveyor and Building Economist with over 50 years’ experience advising on the economics of major development projects in both the public and private sectors in the UK as well as in Continental Europe.

His expertise covers all aspects of development economics including valuation, construction costs, project management and programming as well as facilities consultancy. John is therefore invaluable in ensuring that any development proposals are viable and sustainable as he is able to look at any set of development proposals in a holistic way. John is highly experienced in preparing detailed cost plans and programmes for various projects and negotiate costs.

John joined BWA in 1974 and successfully managed the practice for over 35 years until he stepped down in 2015 to pursue other interests. He still consults with the practice and is currently involved in over 15 live commissions.

John has written and lectured extensively on the subject of building economics and contributed to a number of best practice guides on development in the community sector. He is also Development Economics Advisor to the State of Jersey.

Over the years John has advised on virtually every form of development including:

  • Managing the move of 2,500 staff office from 9 disparate organisations to form the Financial Services Authority in a new Canary Wharf HQ.
  • Advising Tower Hamlets Council on developers’ proposals for the redevelopment of large parts of Spitalfields Market, London
  • Managing Help for Heroes £ 70M rehabilitation centre development programme around the country (Colchester, Catterick, Plymouth, Tedworth House Wiltshire, Hereford for the SAS and Poole for the SBS)
  • Advising Hackney Council on the economics of their proposed 5,500 unit development at Woodberry Down Estate in Finsbury Park, Hackney.
  • Advising Dublin City Council on the economics of redeveloping the Liberties / Mountjoy Prison / Poolbeg Peninsula sites in and around Dublin.
  • Managing the move of Ravensbourne College to their 15,000 m2 iconic new £ 50m home next to the o2 at the Greenwich Peninsula.

Christopher Wragg BSc (Hons) FRICS MAIQS | Affiliate (BWA Dubai)

Chris is a Chartered Surveyor and FRICS Fellow member with over 34 years of Property and Construction related experience, having worked in Project Management & Quantity Surveying Consultancy and first-tier Client, Main Contractor, and specialist Contractor organisations.

In 1990 Chris joined a UK based multi-national Construction Company and studied his degree on a part-time basis. After graduating from UCE in 1995 with a BSc (Hons) in Quantity Surveying, he joined the international division of the company and gained experience in various overseas locations spanning North America, Europe, Middle East, and Central Asia.

In 2014 Chris opened the BWA Middle East office in Dubai, and in 2022 extended its regional footprint with the opening of its office in Riyadh, KSA. BWA Middle East has undertaken projects across the GCC and wider Middle Eastern region, including Bahrain, Oman, UAE, Egypt, Kuwait, KSA, and Qatar.

Chris is the CEO and business owner at BWA Middle East Project Management Services LLC, and BWA Limited (Saudi Arabia). Before BWA, he previously held the position of commercial lead working for a private Dubai-based developer with involvement in projects exceeding AED 1 billion ($ 275m) in value. He has also held senior management, divisional and departmental head positions for large multi-national companies serving the property sector.

Chris’s project development experience includes:

He has obtained extensive international professional experience in commercial management, project management, strategic management, procurement, and tendering, and is experienced in all aspects of property and construction management, including both project and commercial management, previously holding responsibility for businesses, entire divisions, and associated trading subsidiaries.

Chris is a committee member of the Al Moltaka group of Construction professionals, (working closely with the Dubai Chamber of Commerce and Industry), and a member of the Australian Institute of Quantity Surveyors (AIQS), Society of Construction Law Dubai (SCL) and British Chamber of Commerce Dubai.

Since opening BWA Middle East in 2014, the company has obtained various professional affiliations, and is a firm regulated by RICS, a CIOB Chartered construction management consultancy, an accredited training partner of CIOB, and an ISO 9001 certified company.
